Bill Hulsey (Managing Partner Strategy & Legal)


Bill has practiced Patent and Trademark Law for 35 years and serves inventors and entrepreneurs in the Southeast United States, focusing principally on Texas, Oklahoma, Arkansas, Tennessee, Mississippi, Alabama, and Louisiana. He has prosecuted and obtained patents and trademarks for this region's most aspiring and amazing inventors, entrepreneurs, and dreamers dedicated to making the world a better place.

    He is committed to manifesting a perpetual virtuous cycle of innovation and entrepreneurial growth, spurring intellectual property growth for regional innovation, entrepreneurial growth, and prosperity.

    Over the years, Bill has interviewed, written, and prosecuted over 2,000 U.S. and international patents in all technology areas, including technologies supporting the industries of energy, electronics, drones, robotics, artificial intelligence, consumer products, medical devices, chemical, and financial/blockchain technologies. He has obtained over 1,500 trademarks for entrepreneurs and innovators in a wide variety and companies and products. He has represented an Apollo Program Astronaut in multi-functional air- and space-craft design patents and Gordon Matthews, inventor of voicemail and a wide variety of voice-based communication technologies. Bill wrote patents deemed critical to Lockheed Aerospace's successful competition for the $200 Billion F-35 Joint Strike Fighter U.S. Department of Defense Contract. Later, he established the initial 100 patents for a silicon crystal solar cell fabrication technology deemed by the U.S. Patent Office as the "Holy Grail" in silicon fabrication technologies. 


    Prior to founding HULSEY PC, Bill served as a partner and founded the Austin intellectual property section of one of Texas' largest, oldest, and most respected law firms, then he co-founded the Texas headquarters (Austin) office for one of Silicon Valley's most prominent law firms, and later served as national patent practice leader for one of Texas' leading multi-state full-service law firms. 


    He has been elected a Fellow of the Texas Bar Foundation and a member of the Texas Bar College, Texas Pro Bono College, and Tennessee Supreme Court Attorneys for Justice Program. He and his practice have the following professional recognitions—The Martindale-Hubbell Legal Directory [(1) "AV-Preeminent" for 12 years; (2) "AV-Preeminent Judicial Edition" (the highest possible rating) also for 12 years; (3) "Top Rated Texas Attorney for Ethics and Legal Ability"; (4) "Platinum Client Distinction Award" based on multiple evaluations of client service and relationships, and (5) "Bar Registry of Preeminent Attorneys."]; (6) U.S. News & World Report "Best Law Firms in America" for HULSEY PC in Texas, Tennessee, and U.S. Patent & Trademark Office; and (7) Best Lawyers Magazine's "Best Lawyers in America." 

    Known for his contributions as a civic-minded citizen, he joined with a former Texas Supreme Court Justice to help originate the U.S. Patent Office Pro Bono Inventor Assistance Program under the America Invents Act (the U.S.' new patent statute of 2011). Bill has earned distinction as a committed member of Rotary International, for which he served as a president of the Austin Westlake chapter and now as a board director of the Waco Texas Rotary Club and a Rotary International Economic Development Cadre. As a former Navy submarine officer, Bill is active with the Heart of Texas Chapter of the Military Officers Association of America and participates in MOAA's activities to serve local ROTC and veterans' organizations. 

    Bill holds a J.D. from The Vanderbilt School of Law in Nashville, TN; an M.A. in Economics from the University of Virginia in Charlottesville, VA, focusing on regional economic development through high-technology industrial clusters; a B.S. in Theoretical Mathematics from Rhodes College in Memphis, TN; qualification as a nuclear engineering submarine office having constructed and commissioned the U.S.S. Jacksonville (SSN699); and a Certificate in Economic Development through The University of Oklahoma and IEDC. He is a Fellow of the Innovation, Creativity & Capital (IC2) Institute of The University of Texas and has taught as an adjunct professor of intellectual property law in the IC2 Institute's M.S. Degree Program in Technology Commercialization, including teaching engagements in Russia, Germany, Portugal, Brazil, Columbia, Mexico, Australia, and China. Bill recurringly sponsors and judges the Baylor University New Venture Competition at Baylor's Hankamer School of Business and mentors students in UT Austin's McCombs School of Business Entrepreneurship and Incubation curriculum.

    Bill also has long enjoyed and pursued the vocal music arts. He has performed over 130 major choral works in concert with the Grammy-Award-winning Conspirare Symphonic Ensemble, the Austin Symphony Chorus, and Chorus Austin, including a celebrated performance in the concert chorus for the 2015 Austin performance of Italian operatic tenor Andrea Bocelli. His performance venues have included Austin's Long Performing Arts Center, Austin's Bass Concert Hall, and cathedrals throughout Italy, including The Vatican in Rome, Cattedrale di Pisa in Pisa, and St Mark's Basilica in Venice.

David Sanders (Managing Partner Operations & Technology)


David Sanders is the Founder of Dallas Advisory Partners L.L.C., an advisory services firm focused on the innovation and optimization of technology and technology services companies serving the global market. He has worked with start-up technology companies to large global technology companies. His primary focus is strategy, product and service development, implementation, operations, sales, marketing, scalability, and ongoing sustainability.

    He is the past Director of The IC2 Institute and the Herb Keller Center. 

    The University of Texas. His books include Global Issues in Technology Transfer. He is a specialist in regional development and wealth creation. He was the first investor in Glofish and now is on the founding Board of Direct at Nuclein.

    He is skilled in working in complex environments where there are multiple partners and subcontractors involved in the process. David is a senior executive with 44 years of experience in outsourcing, consulting, and entrepreneurial business. He gained his expertise in selling, deal-making, executive management, strategic relationships, and running large operations with companies such as Accenture, BearingPoint, S.H.L. Systemhouse, ISG/TPI, and Perot Systems.  


    He has a unique background of deep outsourcing experience, along with nine years of leading large consulting engagements. He has led large technology implementation programs of over $100M in support of multiple industries. He has spent the last fifteen years consulting with technology companies and technology-related companies. He is always searching for companies with new innovative ideas that need funding or advisory help. He has worked with companies in mobile payments, cloud performance management, mobile application development, customer reward programs, academic analytics, nearshore development, and medical devices for the home. He worked with Microsoft to build out their Enterprise Architecture business.  


    He was a leader in the Digital Transformation of a global cement company and an advisor to the C.I.O. of the cement company. He helped drive the five-year plan for a security company moving to a cash management company. He currently is an adviser to a drone services company and a company that provides a LinkedIn-type platform for thought leaders and influencers.  


    David received his Bachelor of Science from the United States Military Academy at West Point and an Executive M.B.A. from the Owen School of Management at Vanderbilt University. He has always been active in the technology and academic community. He was a member of the Information Technology Association of America (ITAA) for eight years and served as the Chairman of ITAA for three years. He previously served as the Chairman of the Advisory Board of the College of Arts and Science for the University of North Texas. He was a member of the Texas Diabetes Council for four years. He serves on the TCU MBA Neely Experiential Learning Advisory Board. He is also a member of the Advisory Board of the College of Business and the Advisory Board of the Department of Information Technology and Decision Science at the University of North Texas.

John Butler (Managing Partner Incubators, Accelerators, Marketing & Models)


John Sibley Butler is a decorated Vietnam Veteran. He also served his country by having a Presidential Appointment under President George W. Bush. He is the J. Marion West Chair at the McCombs School of Business and Faculty Director of the Jon Brumley Texas Venture Labs. He is the past Director of The IC2 Institute and the Herb Keller Center.

    Butler became the chair of the Department of Management in the Graduate School of Business at the University of Texas at Austin in 1999; in 2002, he became the Director of the IC2 Institute, where he also held the Herb Kelleher Chair for Entrepreneurship and Business and was the Sam Barshop Research Fellow. Butler served on the board of directors for Morehouse Research Institute in Atlanta, Georgia, and the Langston University National Institute for the Study of Minority Enterprise. In 2006, Butler was appointed by President Bush to the J. William Fulbright Scholarship Board; he was reappointed in 2007.

    Butler authored several books, published numerous journal articles, and was recognized with several awards. Butler was also one of the distinguished professors selected for the election committee advisory board for then-Texas governor George W. Bush in 2000.

    Butler served in Vietnam in the 1960s. In 1969, he earned his B.A. degree from Louisiana State University. Continuing his education at Northwestern University as a Fellow of Social Change, Butler received his Ph.D. in sociology in 1974. After receiving his degrees, Butler taught M.B.A. programs in Mexico and Japan. Butler was the founding editor of the National Journal of Sociology, which he edited for 15 years. In 1988, the University of California at Berkeley sought Butler for a think tank on Testing and American Organizations

David Wimberly (Managing Partner Entrepreneurship and M&A)


Dr. Wimberly has general business experience in Valuations, Early-Stage Funding, Incubators, Pre-IPO Financing, I.P.O.s, M&A, and Divestitures. He most recently has been involved with the space business, including Space Systems, Space Mining, Space Manufacturing, and Unmanned Space Vehicles.

    He was previously associated with the New York-based investment bank, Scott-Macon, Ltd., where he was a Managing Director, involved in Investment Banking, Valuation, and Appraisal Services, and the New York-based investment bank, Trenwith Group, L.L.C., a subsidiary of B.D.O. Seidman L.L.P., where he was Senior Vice President and Manager for the State of Florida, and also involved in Investment Banking, Valuation and Appraisal Services.

    Dr. Wimberly served as a Commissioned Officer in the United States Navy and received the warfare badge Qualified in Submarines. He is a double alumnus of Florida State University (Bachelor of Science) in engineering science and accounting and (Master of Business Administration equivalent) in accounting; an alumnus of the University of Florida (Master of Science) in Industrial and Systems Engineering with a focus on Operations Research/Engineering Management, and a double alumnus of Bensalem College (Doctor of Science) and (Doctor of Habilitation) both in Engineering Science/Engineering Management. 

    He was an "active" Certified Public Accountant (C.P.A.) in Florida from September 1975 to December 2016 and is now an "inactive" C.P.A., and he has numerous other professional credentials. Wimberly also was previously registered as a Series 7, 24, 63, and 79 securities representative. He is a widely sought-after speaker and has been invited to speak at Florida State University, the University of Florida, Oxford University, and University College London.
